摘要
"VET多层级治理"是欧盟及其伙伴国在职业教育治理改革方面的一个新趋向。"VET多层级治理"是强调纵向和横向维度多元主体交互作用的决策及政策实施模式;治理遵循相关性原则、有效性原则、辅助性与相称性原则、透明度原则、问责制原则和参与原则等六个原则,具体涉及24个评价指标。"VET多层级治理"的实现策略包括:加强国家层面VET领导能力建设;凸显区域和地方层面在VET决策中的角色和定位,激发地区或区域层面VET治理的主动性和积极性;加强VET提供者网络及学校层面领导能力建设;加强纵向和横向维度的对话与合作等。
"VET multi-level governance" is a new trend of the EU and its partner countries in the vocational education governance reform."VET multi-level governance" is a decision-making and policy implementation model that emphasizes the " interaction" of multiple subjects in vertical and horizontal dimensions."VET multi-level governance" follows the six principles of relevance which are effectiveness,subsidiarity and proportionality,transparency,accountability and participation involving 24 governance indicators in particular.Strategies for implementing VET multi-level governance include strengthening VET leadership at the national level,highlighting the regional and local roles and positions to stimulate the initiatives and motivation in VET governance at regional or local level,;strengthening network and school-level leadership building of VET provider ,and enhancing dialogues and cooperation in the vertical and horizontal dimensions.
