黑龙江省开展创新方法工作十年回顾及其启示

Ten Years' Retrospect and Inspiration of Heilongjiang Province's Innovation Method Work

黑龙江省自2007年5月份率先在全国开展创新方法 (TRIZ理论)工作至今已经有十年多的时间了,十年的时间需要有一个总体回顾,这将会有助于我们总结经验、不忘初心、坚定信心、开拓进取。本文立足于客观、系统、全面的视角回顾了黑龙江省开展创新方法工作十年来所取得的主要成绩,并在此基础上得出了四点启示:即创新方法工作是一项复杂的系统工程,需要部门和地方领导的高度重视与大力支持;需要政府引导、部门联动、团结协作;需要采取"引进来、走出去"、利用外脑和国际合作的方式;需要面向市场、引入竞争机制来加以推进。

Heilongjiang Province has been working on the innovation method（TRIZ theory）nationwide for the first time in May 2007.It has been more than a decade now.There is a need for an overall review of the ten years,which will help us to sum up experience and not forget it.Beginning of heart,firm confidence,and pioneering spirit.Based on an objective,systematic and comprehensive perspective,this article reviews the main achievements of Heilongjiang Province in carrying out innovation method work in the past ten years,and on this basis,draws four implications：that innovation method work is a complex systematic project.It needs for departmental and local leaders to attach great importance to and vigorously support;needs for government guidance,departmental linkages,solidarity and cooperation;needs to adopt the " introduction,go abroad",the use of external brain and international cooperation;needs to face the market,the introduction of competition mechanisms to be advance.
