摘要 深入贯彻农业科技创新发展理念,深化协同创新背景下的自主创新体制改革。文章结合江苏省特色产业技术体系类项目,以设施蔬菜(辣椒、番茄)产业技术体系为例,阐述了项目立项背景、实施管理、绩效考评、验收审查等过程管理模式构建,评估了项目管理成效,分析了存在的问题,提出了强化协同创新意识、推进产学研政用一体化、完善体系管理机制等加强体系类项目管理的对策,以期进一步完善自主创新体系类项目的管理机制,提高农业科技创新能力。 To implement the concept of innovation and development of agricultural science and technology, reform of the independent innovation system should be deepened under the background of collaborative innovation. Combined with characteristics of industry technology system projects of Jiangsu Province, and taking the vegetables(pepper, tomato) industry technology system as an example, the construction of process management model, such as project background,implementation management, performance evaluation, and acceptance review were analyzed in the paper. The effectiveness of project management was evaluated and the existing problems found out. Countermeasures to further improve the management mechanism of the independent innovation system and improve the innovation ability of agricultural science and technology were put forward, i.e., strengthening the concept of collaborative innovation, promoting the integration of production, education,research, governments and user, perfecting the management mechanism of industrial system.
