摘要
文章回顾了专业技术职务制度的演化,阐明了专业技术职务资格评审与职务聘任之间的关系,并以浙江省农业科学院为例,对省级农业科研单位的5种专业技术职务聘任模式进行了探讨,分析了不同模式的优缺点,尝试运用"分级聘任、权责一致"调控机制,破除专业技术职务终身制,探索建立适合新时代有中国特色的专业技术职务聘任制度的新模式,以顺应现代农业发展的新趋势、新要求,更好地发挥专业技术职务聘任的调控与激励作用,激发科技人员的创新热情,保证科学研究的高效运行。
The derivation of academic qualification system was reviewed and the relationship between academic qualification and personnel promotion illustrated in the paper. Taking Zhejiang Academy of Agricultural Sciences as a case, 5 academic promotion models in provincial academies of agricultural sciences were discussed and advantages and disadvantages of each model analyzed. To adjust by the principle of "classified promotion and right-duty consistency" and to move out from the life-long tenure model, a new approach which would suit the characteristics of China′s new era was exploited. In compliance with the new tendency and requirements by modern agriculture development,the new model would play better role of adjusting and stimulating the creativity from scientists to guarantee a high-efficiency of scientific research.
