According to the characteristics of hydrocarbon containing sewage loading and unloading operations, the riskes in key operation steps were identified, it was elaborated how to strength the management of contractor and operator in planning preparation stage and planning implementation stage, and the detailed management requirements of personnel, vehicles, pumps and static electricity protection ground, and the process risk management and control, operation permit management and transportation risk management and control are defined, so as to ensure that the loading and unloading of hydrocarbon containing sewage can be carried out safely and smoothly.
