文章以H市幸福社区创建评估项目为案例,分析第三方评估引入城市基层社区治理的过程,并探讨第三方评估机制。首先,文章简要回顾了有关基层社区治理和第三方评估的研究,认为新公共服务理论和新治理理论为第三方评估参与基层社区治理提供理论依据;其次,作者介绍了H市第三方评估流程及评委的角色定位;再次,文章集中讨论了社区居委会的处境及权责分配,以揭示第三方评估介入基层社区治理的挑战;最后,探讨第三方评估对城市基层社区治理发展的影响。

The paper focused on the third-party evaluation mechanism, based on the community well-being building program. Firstly, the author introduced new public service theory and new governance theory related to community governance and the thirdparty evaluation. Secondly, the paper argued that the expert＇s role in the different stage of evaluation during basic level of community governance. Thirdly, the author analyzed the dilemma of community residents＇ committee in the circumstance of our political system.At last, the paper discussed influence of the third-party evaluation to social power structure.
