Does Technology Import Promote Enterprise' Independent Innovation?——An Analysis of Rugulating Effect of Technology Environment

技术引进是开放条件下充分利用国际创新资源、实现技术进步的重要途径。但是,技术引进增强了自主创新能力还是导致对发达国家产生技术依赖?文章基于企业创新成本与收益分析框架,分析了技术环境在技术引进自主创新关系中的调节作用,其影响机理为:技术环境影响自主研发的成本和收益,进而影响企业创新决策,是技术引进影响企业自主创新的重要传递变量。运用2008—2016年规模以上工业企业的省级面板数数据进行了实证检验,结果表明,技术引进对自主创新投入的影响为负,对自主创新产出的影响不确定,技术环境能够正向调节自主创新投入和产出。技术环境对不同地区自主创新的调节作用存在差异,技术市场对东部地区的调节作用最大,技术服务对西部地区的调节作用最大。

Technology import resources and realize technology is an important approach to make advancement in open conditions. full use of international innovation However, does technology import has Promote enterprise~ independent innovation or resulted in technological dependence on developed countries？ Based on the analysis framework of enterprise innovation costs and revenue, this paper ana- lyzes the regulating effect of technology environment in the relationship between technology import and independent innovation, and its influencing mechanism is as follows. Technology environment functions as an important transfer variable in the relationship between technology import and inde- pendent innovation with its positive effect on the cost and gains of indigenous R^D and even the en- terprise decisions regarding independent innovation. This paper reports an empirical test by quoting the provincial panel data of industrial enterprises above the designated size from 2008 to 2016. The re- suits indicate that Technology import exerts a negative influence on the independent innovation input and an uncertain influence on the independent innovation output. Meanwhile, technology environment regulates both independent innovation input and output positively. Further analysis shows that the regulating effect of technology environment on independent innovation varies with regions. While in the eastern region the strongest regulating effect comes from the technology market, that in the west- ern region comes from the technology service.
