摘要
城市面积是城市经济发展的潜在存量资本,城市土地利用必须与城市经济和城市开发边界控制有效衔接。运用State软件实证分析结果显示:市辖区建成区面积与城市经济显著正相关,市辖区面积与城市经济显著负相关。因此,国家中心城市要严格控制城市开发边界,实施县改区与区县重组并行;区域性中心城市和城市群区别划定城市开发边界,有效有序实施县改区;中西部城市要因地制宜划定城市开发边界,探索实施市区拆分模式;以立法界定行政区划调整,制定市辖区的退出机制。
The urban area is the potential stock capital of the urban economy development,and the urban land use must be connected effectively with the urban economy and the urban development boundary control.An empirical analysis by State shows that the area of built-up area has a significantly positive correlation with the urban economy and the area of the urban has a significantly negative correlation with the urban economy.Therefore,the national central cities must control strictly the urban development boundary and implement synchronously the county to change the district and the region restructuring;the regional central cities and urban agglomerations make differently the urban development boundary and implement effectively and orderly the county to change the district;the midwest cities make the urban development boundary by local conditions and explore to implement the mode of the urban split;the adjustment standard of the administrative regions and the exit standard of the municipal districts need be defined by legal.mploymcnt promotion,education equalization,community construction,material renewal,gentrification and others.
