“一事一议”财政奖补政策绩效偏差及影响因素——基于甘肃省10个县(区)的质化研究 被引量:17

Performance Deviation and Its Influencing Factors of "One Case, One Meeting" Financial Award Supplementary Policy——Based on the Qualitative Study of 10 Counties(Districts) in Gansu Province

摘要 村级公益事业建设“一事一议”财政奖补政策旨在解决农村公共产品供给困境,是我国农村综合改革的重要内容。为深入挖掘“一事一议”财政奖补政策执行过程中绩效偏差的影响因素,力求弥补以往研究中缺乏对实际情境关注的不足,本文基于扎根理论研究方法,以甘肃省10个县(区)为例,通过与利益相关方的深度访谈收集资料,借助NVivo10软件进行编码分析,并在内容分析法的指导下进行核心影响因素的归纳判别。研究发现,社会发展、制度安排、行政体制、村庄规模、自然区位、两委特征、村内派系、村民偏好、村干部偏好、政府偏好、认知能力、宣传机制、价值观念等13个因素导致“一事一议”财政奖补政策绩效出现了偏差,其中行政体制、制度安排、两委特征和村内派系是核心影响因素。“一事一议”是操作层面的集体选择行为,提升项目运行的科学有效性是绩效偏差矫正的重要突破口,本文引入重在资源价值整合的PMO项目群管理模式,可以为优化“一事一议”财政奖补政策绩效提供参考,对未来深入推进农村综合改革也有一定的参考价值。 The construction of village-level public welfare undertakings "one case, one meeting" financial award supplement policy aimed at solving the plight of village-level public goods supply is an important part of China’s rural comprehensive reform. In order to dig deeper into the influencing factors of performance deviations in the implementation of the policy of "one case, one meeting" of financial incentives, and to make up for the lack of attention to actual situations in previous studies, this article is based on grounded theory research methods and takes 10 counties(districts)of Gansu Province. For example,data was collected through in-depth interviews with stakeholders, and NVivo 10 software was used for code analysis. Under the guidance of the content analysis method, the influencing factors of core influencing factors were identified. The study found that 13 factors, such as social development, institutional arrangements, administrative systems, village size, natural location, characteristics of the two commissions, village factions, villagers’ preferences, village cadres’ preferences, government preferences, cognitive abilities, propaganda mechanisms, and values, have resulted in deviation in the performance of the fiscal rewards policy, which included the administrative system, institutional arrangements, characteristics of the two committees, and factions within the village as the core influencing factors. "One case, one meeting" is a collective selection behavior at the operation level, enhancing the scientific effectiveness of project operations is an important breakthrough in the correction of performance deviations.This paper introduces a PMO program management model focusing on the integration of resource values and can be used to optimize "one case, one meeting". The financial awards provide reference for policy performance and have certain reference value for the further promotion of comprehensive rural reform in the future.
