新的历史方位下,如何建设健康中国,促进"全民健康"与"全面健康",成为各界关注的问题。将健康中国建设作为国家的优先发展战略具有特殊的时代背景,具有多方面的重大意义。健康中国建设作为一项具有明确任务和目标的复杂的系统工程,其总体思路应内嵌于我国现代化建设"三步走战略",使健康中国建设的步伐与我国社会主义现代化建设总体进程相一致。在具体落实"将健康融入所有政策"时,应抓住各领域的关键点,通过推进健康资源均等化、整合基本医疗保险制度、建设整合型医疗服务体系、促进政府与社会力量合作、开发应用医保及医疗大数据等措施推动健康中国战略的实施。
