乡村振兴视域的传统村落保护与开发

Protection and Development of Traditional Villages in the Vision of Rural Revitalization

近年来,伴随着生态文明建设战略的实施,传统村落的保护逐渐受到重视,并与新型城镇化建设、生态环境保护及农业供给侧结构性改革等政策相结合,同步推进,取得了显著成效。但传统村落保护仍存在劳动力转移与农业弱化、传统村落保护等同于保护民居与文物性建筑、村落民俗文化流失严重、公众参与缺乏、中外可借鉴的村落保护经验有限及特色危机等困境。党的十九大报告提出要实施乡村振兴战略,激发了传统村落新活力,为传统村落发展构建了新型城乡关系,为传统村落提供了自治、法治、德治的治理思维。应发挥传统村落对于保护传承民族历史文化遗产、实现绿色可持续发展、建设美丽中国、增强民族自豪感、坚定文化自信及提升我国软实力的重要作用。

In recent years, along with the implementation of the strategy of ecological civilization construction, the protection of traditional villages has been paid more and more attention, combined with the policies of new urbanization, ecological environment protection and structural reform of agricultural supply side. However, there are still some difficulties in the protection of traditional villages, such as the transfer of labor force and the weakening of agriculture, the same protection of traditional villages as the protection of residential and cultural buildings, the serious loss of folk culture in villages, the tack of public participation, the limited experience of the protection of villages that can be used for reference at home and abroad, and the crisis of characteristicss. The 19th National Congress of the CPC put forward the strategy of rural revitalization, stimulated the new vitality of the traditional villages, built a new urban and rural relationship for the development of the traditional villages, provided the traditional villages with autonomy, legal system, moral governance thinking. The protection and development of traditional villages has far-reaching influence on the protection and inheritance of national historical and cultural heritage, the realization of green and sustainable development, the construction of beautiful China, the enhancement of national pride, the strengthening of cultural self-confidence and the upgrading of our soft power.
