关于推进地理国情监测“进规划”的思考

Analysis of Advancing the “Inclusive of Planning” for Geographic Conditions Monitoring

当前,地理国情监测制度的"四进"建设是常态化地理国情监测的重要研究内容。"进规划"是"四进"建设中的基础性工作。本文分析了"进规划"的必要性,调研了国家和地方层面地理国情监测"四进"制度中"进规划"的建设进展,分析了目前国家与地方层面"进规划"建设存在的不足与短板,重点对省级推进地理国情监测"进规划"制度建设提出若干建议。

At present,the＂four inclusions＂of institutional building for Geographic Conditions Monitoring is an important research topic of normalized Geographical Conditions Monitoring. The ＂inclusive of planning＂is the groundwork of ＂four inclusions＂. This paper analyses the necessity of ＂inclusive of planning＂and investigates the progress of＂inclusive of planning＂in national and local level of institutional building for Geographic Conditions Monitoring. Points out some deficiencies and put forward a series of suggestions of＂inclusive of planning＂on local Geographic Conditions Monitoring.
