李克强总理对地方志工作所作的"修志问道,以启未来"批示,对地方志功能定位提出了新要求。地方志要承担"问道"的使命,必须在思维观念上相应作若干的改变,将"问道"的意识和方志利用的观念直接前置植入地方志的编纂过程中。地方志要实现"问道"的功能,必须将地方志研究的重心从地方志编纂形式的记述转到地方本体的研究上来,从"述而不作"的浅层表象记述向深层的分析性记述转变,揭示地方发展之道,直接传递地方志编修者对地方历史认知的智慧,在编纂中体现对历史洞察认知的"史识"能力。
