摘要
安全保卫是高校后勤服务与管理中一个相对特殊的工作内容,由于安保工作的人力资源数量和质量需求较高,仅依靠校内后勤部门直接管理很难保障其基本质量,因此在各高校后勤社会化改革中安保社会化也成为必然趋势。但安保社会化运作不当也可能引发诸如服务僵化、选择权寻租、安保责任落实不到位等问题,因此本文着重对高校安全保卫工作社会化运作中的问题进行分析,探讨相应问题的预防和控制策略,为高校安全保卫工作社会化运作质量保障提供理论参考。
The safety and security is a relatively special in the management of logistics service and work content, due to the security of human resources quantity and quality of demand is higher, only rely on the school logistics department direct management is very difficult to guarantee the basic quality, so in each college logistics socialization reform social security has become inevitable trend.But improper operation may cause security socialization service such as rigidity, rent-seeking, the problem such as security responsibility implementation does not reach the designated position, so this article focuses on the problem of the security work of colleges and universities socialized operation analysis, discusses the corresponding problems of prevention and control strategy of social operation quality assurance for the safety and security work to provide theoretical reference.
