城市化的发展水平是一个国家整体发展水平的集中体现。作为城市这一组织的基本构成细胞单位——社区,历来是各种矛盾和利益的发源地。这些问题正随着城市化的深入发展和社区功能的拓展而愈发变得严重。与此同时,社区法治文化建设面临着公民精神缺失、法治意识薄弱以及根深蒂固的"权力"意识等方面的阻力。解决之路在于培养社区居民的法治思维,从文化方面入手,使法律信仰成为人们的一种内在修养、一种自觉约束、一种生活方式,以展现其精神和价值。只有将社区法治建设形成一种文化氛围才能从真正意义上加强社区建设和管理。

The development level of urbanization is the concentrated expression of the overall development level. As the basic component of the city, the cell unit-community has always been the birthplace of all kinds of contradictions and interests. These problems are becoming more and more serious with the development of urbanization and the expansion of community function. At the same time, the construction of the rule of law culture in the community is faced with the lack of civic spirit, the weak sense of the rule of law and the deep-rooted sense of＂power＂consciousness. The solution is to foster community spirit of rule of law and legal belief, to make sure that the rule of law will rise to the cultural level,that the people will become a kind of internal cultivation, a kind of self constraint,a way of life, thus the spirit and value it can really show. Only by forming a cultural atmosphere in the community can the construction and management of the community be strengthened in a real sense.
