摘要
需求供给型的大学教师专业发展项目评估模式主张以组织和参与者的需求满足度作为判断教师教学发展项目成效的主要依据,并以此通过供给调整来改进和提高需求满足度。完整的教师专业发展项目设计应该从探寻教师需求入手,依次经历组织需求序列化、确认项目需求、确立项目目标、项目评价方案预设、项目方案规划、项目实施以及建立项目资源保障支持体系和数据(或信息)收集支持系统。基于供给侧结构性改革视角的教师专业发展项目创新的要义在于要求供给方通过强化项目设计能力,灵活运用各类资源特别是培训师等高关联度人力资源,及时有效引导和满足教师专业发展需求并逐渐解决"不培训不行,培训后也没用"和"培训就是负担"的现状。
Needs-supply assessment is an innovative assessment model in faculty development program.It evaluates the program effectiveness by assessing to what extent needs of participants and organizers,and satisfaction could have been improved through supply adjustment.Program designing starts from needs identifying.Then will be needs prioritizing,needs conforming,target setting,assessment scheme presetting,planning and implementation,support system establishing for resources and information collection.The essential of this supply-side reforming in programs designing is to meet the faculty needs timely and effectively by strengthening suppliers' program designing competence in order to make better use of resources,especially those that the instructor is highly related with.It helps to enhance the training effectiveness by solving the problems we usually meet.
