适应经济社会发展的智能电网发展战略研究 被引量:16

摘要 智能电网作为当前电网的发展趋势,在应对气候变化、保障能源安全、带动国家产业升级等方面具有重大的战略意义。首先比较各国对智能电网的定义,分析中国智能电网发展的目标定位;然后,对美国和欧洲的智能电网发展现状进行总结,重点从电源侧、电网侧和用户侧多个角度分析中国智能电网的发展现状,在此基础上分析给出各国智能电网的发展特征。接着,结合我国当前的经济社会发展现状,从经济社会协调发展要求、创新驱动思维、绿色发展理念、改革深化发展需求和新一代能源革命推动力几方面分析中国智能电网发展所面临的形势;在此基础上,分析智能电网发展的指导思想、战略目标、发展特征、发展阶段和重点任务,提出适应新时代经济社会发展的智能电网发展战略,以期为今后我国智能电网制定相关发展战略提供参考。 As a development trend of current grid,smart grid has great strategic meanings in areas such as coping with climate change,insurance of energy resources safety and promoting industrial upgrading.This paper firstly introduces the concept of smart grid in each country,and analyses the target location of the development of smart grid in China.Then the current situation of smart grid is summarized in the United States and Europe.The development status of smart grid in China is analyzed from the aspects of power supply side,power grid side and user side.On this basis,the development features of smart grid in each country are analyzed.And the development situation that the smart grid in China is faced with is analyzed from several aspects in combination with current situation of economic and social development in China,such as economic and social coordinated development requirements,innovation-driven thinking,the concept of green development,reform and deepening development demand and the new generation of energy revolution impetus.On this basis,guiding ideology,strategic target,development characteristics,development stage and key task of smart grid are analyzed.The development strategy of smart grid adapting to the new era economic and social development is proposed to provide reference for drawing up development strategies of future smart grid in China.
