人类命运共同体视域下社区外国人管理新探

New Probe into the Management of Foreigners in the Community Under the Perspective of a Community of Shared Future for Mankind

随着我国改革开放的不断深入,来华居留、定居的外国人数量不断增多,外籍流动人口社会融入问题凸显,社区外国人管理逐渐成为我国外国人管理的重要内容,我国对于外国人管理的法律法规、组织机构、工作方式等虽在不断改进,但仍难以适应当今时代的需求。在人类命运共同体视域下,探究社区外国人管理的新思路,建议从更新管理理念、完善管理制度、整合管理机构、扩展管理内容、优化管理方法、强化管理手段等方面进行改良,以增强服务管理的效能,实现社区外国人管理的与时俱进。

With the deepening of China＇s reform and opening up,the number of foreigners who have settled in China has been increasing.Problems about foreigners in communities have become more serious,and the management of foreigners in the community has gradually become an important part of the management of foreigners.Although relative laws and regulations,organizations and working ways of foreigners have been improving,they still can＇t meet the need of the new era.Therefore,under the new situation of continuously promoting the construction of the community of shared future for mankind,we should innovate the thinking ways of managing foreigners in communities,renew the management concepts,improve the management system,integrate the management institutions,expand the management contents,optimize methods of the management,and strengthen the management tools to improve the efficiency of the management of foreigners in the community so as to achieve the management of foreigners advancing with the times.
