青马工程是执政党委派共青团的重大政治任务,对于巩固和扩大党执政的青年群众基础具有重要意义,同时青马工程也是新时代青年运动在高校的现实运用,对于强化团的思想政治引领和扩大有效覆盖面具有重要作用。本文主要从逻辑、境遇和超越三个层次,回答青马工程"从哪里来、到那里去"的源流问题,"凭什么做、怎么做"的操作问题和"困局在哪、怎么突破"的超越问题,并试图从国家战略、团委主责和高校主业三个维度,探索新时代青马工程的制度设计、主体责任和方式创新。

The Youth Marxism Project（YMP）is an important political task designated by the ruling Party for the Communist Youth League（CYL）,and is of great significance to reinforcement and enlargement of the youth mass base of the ruling Party,at the same time,the Youth Marxism Project is also the practical application of youth movement of new era in colleges and universities,so it plays an important role in strengthening the ideological and political leadership of CYL and enlarging its coverage.This article mainly from the three levels of logic,circumstance and transcendence answers the Youth Marxism Project＇s the source and course problem of " from and to",the operation problem of "why and how" and the transcendence problem of " predicament and breakthrough",and tries from the three dimensions of strategy of the country,responsibility of the CYL committee,and the task of colleges and universities to explore the system design,the responsibilities of subject and ways of innovation of YMP in new era.
