多样化征地补偿方式:基于理论与实证

Diversification of Land Expropriation Compensation Method: Based on Theory and Empirical Research

鉴于现有征地补偿方式存在诸多问题,为使被征地农民和政府达到双边满意度最大化,充分发挥各类农户的比较优势,实现资源的优化配置,缓解征地矛盾,消除政府的后顾之忧,需要构建新的补偿方式。补偿主体双边匹配模型,利用样本数据相互评价的指标体系进行了实证分析,模型研究结果表明:补偿主体与补偿方式匹配基本上符合比较优势原则;多样化补偿方式的双边满意度要比单一补偿方式的满意度高得多。同时模型的结果也能为各级政府提供最优、次优、次次优的补偿方式选择路径,这为各地区实施多样化的征地补偿方式或补偿方式选择路径提供了理论依据与实证依据。

Given the current land acquisition compensation problems,in order to make the affected farmers and the government to maximize bilateral satisfaction,give full play to optimize the allocation of various farmers＇ comparative advantages and resources,to eliminate the worries of the government,the paper constructs two-sided matching model of compensation method-compensation subjects,uses mutual evaluation index system of sample data.The results show that the match of compensation subjects and compensation methods is basically in line with the principle of comparative advantage;the bilateral satisfaction of diversified compensation method diversification is higher than single compensation method,while the results of the model can also provide for theoretical and empirical basis for the implementation of the land acquisition diversified compensation method.
