气候变化背景下的民族文化权利运动——以秘鲁安第斯山普诺地区土著民族为例

The Ethno-Cultural Rights Movement under Climate Change:A Case study of the Indigenous People in the Puno Area of Andes,Peru

由于秘鲁安第斯山脉地区脆弱的自然环境和生态系统,近年来气候变化及其灾害给当地土著民族的传统生计方式和生存环境带来了极大的风险和挑战。居住在秘鲁东南部安第斯山普诺地区的土著民族,利用传统文化和知识应对气候变化带来的影响,并在此基础上争取民族文化的权利。土著民族的传统文化不仅在应对气候变化中有着珍贵的价值,而且对秘鲁构建多元文化社会有着重要的意义。在当今全球化的背景下,应当理解传统文化的特殊价值和文化多样性的重要意义,促进不同文化和知识体系之间相互尊重与对话。

Because of the fragile natural environment and the ecological system in the Andes area of Peru, climate change and disaster has brought great risks and challenges to the local indigenous people. Through the fieldwork in Puno area of Andes in the southeast of Peru, this paper research on how the indigenous peoples based on their traditional culture and knowledge to cope with climate change analyze the indigenous Ethno-cultural Rights Movement. This paper argues that there are important value for traditional culture in response to climate change. This paper also believe that indigenous peoples should take the Ethno-cuhural Rights Movement based on community, actively participate in the construction of a muhicuhural society in Peru, in order to realize the final rights demands. In the context of globalization, the important meaning of traditional culture and the special value of cultural diversity should be understood, to promote the mutual respect and dialogue between different cultures and knowledge system.
