国内图书馆对于电子资源馆藏发展政策的研究和制定还处于零散和滞后状态,为了更好地采购和引进电子资源,需要以电子资源及其相关属性制定电子资源馆藏发展政策,作为指导电子资源建设工作的指南和依据。文章着眼于对国内外图书馆电子资源馆藏发展政策的研究,并在此基础上进行政策内容框架的分析和思考,为中国图书馆的电子资源馆藏发展政策的制定提供参考和依据,保障电子资源建设体系的合理、科学和完整。

Research and formulation on electronic resource collection development policy is still in a scattered and lagging condition in China. In order to purchase electronic resource more efficiently, electronic resource collection development policy is needed as a guide for the construction of electronic resource work. This paper focused on the library electronic resource collection development policy research both in China and abroad, and made analysis on the policy framework and contents to provide reference for the establishment of electronic resource collection development policy and make reasonable, scientific and complete electronic resource construction system.
