我国科技成果转化的理论逻辑及对策——基于公立产业技术研究院的视角

公立产业技术研究院是协同"有效市场"和"有为政府",推进科技成果转化绩效提升的重要途径。尤其是对我国而言,是弥补创新链薄弱环节的重要体制和机制。以深蓉两个典型城市为例,采用主成分分析方法从科技成果"商品化"、"产业化"、"国际化"三个方面,对"十二五"期间我国科技成果转化绩效进行了水平测度和比较分析,并从国家、地区和城市三个层面,比较借鉴德国、中国台湾和深圳等三地的公立产业技术研究院的运营绩效及成功经验,进而提出了建立公立产业技术研究院需要着眼于三大战略意图和构建四大运行管理机制的建议。

Public Industrial Technology Research Institute is an important way of the coordination between Effective Market and Promising Government, in order to improve the technology transfer performance. Especially for our country, it is significant system and mechanism to make up weak link of innovation chain. This paper does a case study of Shenzhen and Chengdu to compare the technology transfer performance from facets of commercialization, industrialization and internationalization, carries on the level measurement and the comparative analysis to science and technology achievement transformation performance of our country during the ＂12th Five-Year Plan＂ period, and from the national, regional and urban levels, compares the performance and successful experience of the public industry technology research institutes in Germany, Taiwan and Shenzhen. Furthermore, the paper puts forward the suggestion that the establishment of public industry technology research institute should focus on the three strategic intentions and the construction of four operation management mechanisms.
