网络空间信息防御指挥效能评估指标体系研究

Study on the Command Efficiency of Evaluation Index System of Cyberspace Information Defensive Operation

为提高网络空间信息防御作战能力,对其作战指挥官指挥效能进行准确合理评估成为必须首要解决的课题。针对网络空间信息防御作战指挥的突出特点,从分析防御作战指挥活动入手,详细剖析了指挥效能的生成过程,根据突出被动、瞬时、对抗等特性的指标体系构建理念,从效能指标、功能指标和性能指标3个层次构建了评估指标体系,并对各层进行了分析,为下一步科学评估指挥官指挥效能奠定了基础。

To improve the capability of cyberspace information defensive operation,it becomes a priority to make an accurate and reasonable assessment of the command efficiency of the operational commander. In allusion to the prominent characteristics of the command of cyberspace information defensive operation,starting with analyzing operational command,the formative process of command efficiency is analyzed. According to the index-system-building concept of highlighting peculiarities such as passivity,celerity and confrontation,an evaluating index system is built from three different levels： effectiveness,function and performance,and each level is analyzed adequately,which paves the way for the next step in conducting scientific assessment of command efficiency of a commander.
