摘要
海上溢油应急主要处理各类溢油事故,更需要通过有效途径保证应急作业的安全。本文基于JHA分析方法,将溢油应急作业活动按照作业类型进行划分,对溢油应急作业存在的风险进行识别,并根据风险分析结果制定相应控制措施。利用JHA分析法,全面识别作业过程中的危险有害因素,做到系统准确的风险分析,并提出有效改进措施,提升作业活动的安全性,为应急作业安全管理提供新的方案。
The emergency operation of oil spill at sea mainly deals with various types of oil spills and its safety should be ensured through effective means. Based on job hazard analysis( JHA) method,this paper classifies the emergency operation of oil spill according to the type of operation. Then it identifies the risks of the emergency operation and finally proposes corresponding control measures according to the analysis results. With the aid of JHA method,this paper comprehensively identifies the dangerous and hazardous factors during the operation to achieve a systematical and accurate risk analysis,and then it puts forward some effective improvement measures to enhance the safety of operation activities. This provides new solutions for safety management of emergency operation.
