演化博弈下的评标方法分析

Analysis of Bid Evaluation Method under Evolutionary Game Theory

为了提高招投标的竞争效率,实现招投标自身利益最大化,有必要对招投标过程中招标人采用评标方法以及投标人采取不同投标策略进行分析。本文运用演绎博弈轮,分析招标人采取经评审的最低投标价法与综合评估法两种不同评标方法下,投标人采用有序竞争与无序竞争两种策略对评标方式演变的影响,最后在模型演变结论的基础上,从招标人角度给出提高竞争公平性、实现自身利益最大化的建议。

It is necessary to analyze the bid inviting method and bidding tactics in order to improve the competition efficiency and maximize the benefit of bidder tender. In this paper, the evolutionary game theory will be applied to analyze trend of the bid method under two different bid method-the lowest evaluated bidding method and the comprehensive evaluation method and two tender method-orderly competition and disorderly competition. Finally, based on the conclusion of the evolution of the model, suggestions will be given for the tenderer on how to improve competition fairness and maximize self-interest.
