“经评审的最低价中标法”在工程总承包项目招标中的应用方法探析

国有资金投资为主的建设项目施工阶段采用的"经评审的最低价中标法",在确定施工总承包企业的招标环节上节省了一定的投资、有效遏制了评标定标违规现象,但是从投资控制的角度看,对项目的投资控制最重要的环节是在设计阶段,施工阶段的招标难以对设计阶段前的投资进行有效控制,并可能由于设计原因对项目工期控制产生了一些不利影响。采用DB(Design-Build)工程总承包的方式进行最低投标价中标项目工程承包,可以更有效节省投资、控制工期,同时促进总承包企业的培育,提高设计和施工企业的整体素质。

At present, we save funds and keep down illegal behavior effectively only in the link of the bidding that pick up general contract enterprise in the projects, that using method of evaluated First-Price Auction. According to point of invest controlling, the most important link is in period of design. But the method of bid and tender at present can not control cost effectively before construction documents design phase, meantime it produces some unfavorable influence on construction schedule before the reason of design. To use D-B（design-build） construction general contracting in the projects of First-Price Auction, we can save funds and control schedule more effectively, promote the development of construction general contracting enterprise, enhance the whole quality of design organization and construction enterprise.
