中国海丝旅游城市文化软实力建设研究:比较的视角

Study on the Cultural Soft Power Construction of “Maritime Silk road” Tourist City in China from Perspective of Comparison

基于加速遗传算法的模糊层次综合评价模型(AGA-AHP-FCE),构建包含文化吸引力、文化竞争力、文化生产力三个维度共16个测量指标的文化软实力评价指标体系,对2015年8个海丝旅游城市的文化软实力进行综合评价和等级划分。结果表明:1.文化软实力等级排序为:I级(广州和南京)、II级(宁波、福州和泉州)和III级(漳州、扬州和北海)。2.广州入境旅游市场成熟,文化吸引力位居第一;南京公共文化服务设施和网络完善,文化竞争力位居第一;南京文化产业发展水平和附加值较高,文化生产力位居第一。3.促进文化产业转型升级、打造海丝文化精神载体、强化海丝文化品牌形象、打造海丝文化共同体,是海丝旅游城市文化软实力提高的关键举措。

Based on the Accelerating Genetic Algorithm——Analytic Hierarchy Process——Fuzzy Comprehensive Evaluation（AGA-AHP-FCE） model,this paper wanted to construct a cultural soft power evaluation index system with 16 observation indicators,including cultural attractiveness,cultural competitiveness and cultural productivity,and evaluate and graded the cultural soft power of 8＂Maritime Silk road＂tourist Cities in 2015 with results that：（1） The ranking of cultural soft power is： the grade I（Guangzhou and Nanjing）,the grade II（Ningbo,Fuzhou and Quanzhou）,the grade III（Zhangzhou,Yangzhou and Beihai）;（2） the cultural attractiveness of Guangzhou ranked first due to the mature inbound tourism market; the cultural competitiveness of Nanjing ranked first due to the accelerated public cultural service facilities and network; the cultural productivity of Nanjing ranked first due to the development of the cultural industry with the high added value.（3） to promote the transformation and upgrading of cultural industries,to construct the carrier of cultural spirit,to strengthen the brand image of＂Maritime silk road＂culture and to construct the cultural community,are the key measures to improve the cultural soft power of ＂Maritime Silk road＂ tourist Cities in the future.
