“一带一路”倡议下河南跨境电商发展研究

ON THE DEVELOPMENT OF CROSS-BORDER E-COMMERCE IN HENAN PROVINCE IN "THE BELT AND ROAD" INITIATIVE——With Taikang County,Zhoukou as an example

通过对跨境电商进出口、交易平台、物流配送、税收等模式的比较研究,对河南省跨境电商的发展现状、面临机遇和存在的问题等进行了分析;结合河南实际,提出河南跨境电商应当研究制定跨境电商规则标准,引领全球跨境电商发展。同时建议积极推动制造业触网,创新推广跨境电商"O2O"零售展销模式,完善升级跨境电商"单一窗口"和海外仓建设,大力发展多式联运的跨境电商物流,培育跨境电商全产业链企业和人才,为河南建设"网上丝绸之路"、推动"一带一路"发展、实现外贸转型发展提供支撑。

Through a comparative study of such models as cross-border e-commerce import and export, trading platform, logistics distribution and tax revenue, the article analyses the development status, opportunities and existing problems that cross-border e-commerce is faced with in Henan Province and points out that research should be conducted on formulating the rules and standards of cross-border e-commerce, leading the world in the development of cross-border e-commerce. It also suggests that manufacturing industry should be actively spurted on to be in contact with the Internet, ＂ O2O＂ retail sales model of cross-border e-commerce be innova- ted and promoted, the ＂ single window＂ of cross-border e-commerce and the construction of overseas warehou- ses be improved and upgraded so as to vigorously develop cross border e-commerce logistics in muhimodal transport, and cultivate enterprises and talents in the whole industry chain of cross-border e-commerce, con- struct ＂The Silk Road Online ＂ in Henan Province, promote the development of ＂ The Belt and Road＂ and provide support for the realization of the transformation of foreign trade development
