摘要
技术专家是开展风险评估的主角,也是风险交流的重要参与者。以新浪财经"双汇瘦肉精事件"专题报道为信息源,采用内容分析的方法,对技术专家在食品安全风险管理中的作用及其限度开展实证研究。研究结果表明:在食品安全事件中,专家意见类型分散;专家议题设置多集中在对危害造成结果的判断上;专家作用的限度多是由专家知识不足造成的,而很少涉及利益关系、制造有组织的不负责任的决策风险和外部因素的影响等。
Technical experts are the protagonists of risk change. The paper takes ＂ Shuanghui Clenbuterol Incident assessment and important participants in risk ex- in 2011 in the special coverage of Sina Finance as an information source, uses the method of content analysis to carry out an empirical research on the role and limitations of technical experts in the risk management of food safety. The results show that the types of expert opinions are scattered in food safety events. Experts focus their topic setting mainly on judging the conse- quences caused by the harm. The limitations of the role of experts are mainly attributed to their lack of expert knowledge, rarely involved in the impacts of interests or produce organized irresponsible decision - making risks and external factors.
