欠发达地区金融支持家庭农场的问题与对策研究——以大别山区65个家庭农场为例

Problems and Countermeasures of Financial Support for Family Farms in Underdeveloped Areas——Take 65 Family Farms in Dabie Mountain Areas as An Example

家庭农场的发展离不开金融支持。"供给领先"是欠发达地区金融支持家庭农场的主要模式,该模式促进了家庭农场适度规模发展、专业化生产和商品化经营,取得明显成效。但是欠发达地区家庭农场的成长态势还没有形成,金融服务出现严重的缺位、错位和越位,融资难、融资贵、融资机制不畅等问题仍普遍存在。据此,应加大农村金融结构性供给,确立"金融包容"理念,完善农村金融市场体系;坚持政府、金融机构、家庭农场"三位一体",完善农村信用体系;强化农村金融环境建设,完善组织保障体系。

Family farms cannot develop without financial support.Supply leading is the main mode of financial support for family farms in underdeveloped areas.It promoted the appropriate scale development,specialized production and commercial operation of family farms;meanwhile,it has achieved remarkable results.However,the developmental ecology of family farms in underdeveloped areas has not yet formed.Such behaviors have emerged as serious absence,dislocation and exceeding its powers in financial services.Problems such as financing difficulties,high financing costs and weak financing mechanisms are still widespread.Accordingly,we should take the following steps：（1）Increase the rural financial structural supply,establish the concept of financial inclusion and improve the rural financial market system;（2）Adhere to the Trinity of government,financial institutions and family farms,and improve the rural credit system;（3）Strengthen the construction of rural financial environment and improve the organizational security system.
