要素配置对海洋生物医药产业发展的作用机理研究

A Study on Mechanism of Factor Allocation to Marine Biopharmaceutical Industry

海洋生物医药产业已成为我国海洋经济新型增长点。与我国大健康趋势和战略性新兴产业要求相联系,从内在机理上研究海洋生物医药产业,以促进其有效、可持续发展有重要意义。要素优化配置视角的海洋生物医药产业发展研究,首先是提取要素,包括资金、技术、人才、海洋资源环境和政府政策,设计海洋生物医药产业发展驱动要素量表,建立该产业发展驱动要素概念模型和PLS-SEM模型。实证分析资源要素配置对我国海洋生物医药产业发展的作用机理:人才→产业发展;人才→技术→产业发展;政府政策→资金→技术→产业发展;海洋资源环境→产业发展。值得指出的是海洋资源环境对海洋生物医药产业发展作用系数为0.200,表明海洋资源环境每改善1%,海洋生物医药产业发展速度提高0.2%。一个海洋生物多样性得到良好发展的海洋资源环境有利于海洋生物资源的生存,进而促进海洋药用生物资源的开发利用,从而为产业可持续发展提供资源保证。为此,要改善海洋资源环境,需加强自然保护区建设和管理,建立自然岸线保有率控制制度;多方协同并举,保护濒危生物资源,完善濒危海洋生物资源物种基因库,不断开拓新资源,提升海洋生物医药资源利用效率和可利用程度。

In the perspective of resources factor allocation, the paper selects the main driving factors of marine biopharmaceutical industry development such as capital, technology, talent, marine resources and en-vironment ,government policies, and carries on the decomposition, to design driving factors for the develop-ment of marine biopharmaceutical industry and establish driving factors conceptual model and PLS - SEM mod-el. This paper empirically analyzes the mechanism of resources factor allocation to marine biopharmaceutical industry, the relationship between resource allocation and the development of China＇s marine biomedical indus-try is as follows： talent→industry development; talent→technology→industrial development; government poli-cyvcapital- vtechnology-vindustrial development; resources and environment→industrial development.
