大学党委书记和校长在履职实践中的职能重叠现象分析——以115所“211工程”大学网站资料为研究对象

The Functional Overlap between Party Secretary and University President in Duty Performance:An Analysis of Website Data of 115 "Project 211" Universities

完善和规范党委书记和校长之间的职能分工是完善中国特色现代大学制度、推动一流大学和一流学科建设的内在要求。本文以校长的职能为参照系,对国内115所"211工程"大学的网站新闻资料进行挖掘。研究表明,目前大学党委书记和校长在具体的行政事务领域存在着较为明显的职能重叠现象。这一现象的产生,是二者职能分工不够明确的结果,也是具有中国特色的大学内部领导体制中党政关系和谐、二者工作合力的表现。研究结果为进一步完善党委领导下的校长负责制提供了启示和参考。

Improving and regulating the functional division between Party secretary and university president is the inherent requirement of the enhancement of modern university system with Chinese characteristics and the establishment of first-class universities and first-class disciplines. Taking university president＇s function as reference, the paper conducts an analysis of website data of 115 ＂Project 211＂ universities. It is found out that there is prominent functional overlap between Party secretary and university president in specific administrative affairs, which can be attributed to the unclear functional division of the two. The result also reflects harmonious cooperation between the Party and the administration in university＇s internal leadership system with Chinese characteristics. The findings may provide valuable references for the further improvement of the University President Responsibility System under the Leadership of the Party Committee.
