摘要
"十三五"期间,要破解教育发展的难题,厚植教育发展的优势,必须牢固树立和切实贯彻创新、协调、绿色、开放、共享的"五大理念"。用创新发展理念引领教育创新与创新教育,用协调发展理念引领区域教育均衡发展与各级各类教育协调发展,用绿色发展理念引领生命教育与生态教育,用开放发展理念引领教育开放与教育国际化,用共享发展理念引领教育公平与教育扶贫。在此基础上展开"十三五"期间我国残疾人特殊教育制度创新的思考。
During"the 13 thFive-Year Plan"period,in order to solve educational development problems and strengthen the advantages of educational development,it is necessary to firmly establish and effectively implement the five development concepts: innovation,coordination,green development,opening up,and sharing. Guiding educational innovation and innovative education with the concept of innovation; guiding the balanced development of regional education and the coordinated development of education at all levels with the concept of coordination;guiding the life education and ecological education with the concept of green development; guiding education openness and internationalization with the concept of opening up; guiding educational equity and educational poverty alleviation with the concept of sharing. On this basis,this paper launches the innovative thinking of the special education system for the disabled in "the 13 thFive-Year Plan"period.
