摘要
群体性事件被视作人民群众内部矛盾,主要发生的原因是由于人民群众利益诉求得不到回应。群体性事件主要发生于维权领域和社会泄愤事件,逐渐呈现出组织严密、暴力程度上升、社会危害大,以及与互联网传播形式相结合等特点。基于此,相关部门应建立健全人民群众利益诉求表达机制和争议纠纷协商解决机制,加强网络规范立法工作,在处置群体性事件的过程中要注重对人民群众的教育和感化。同时,为了维护社会和谐稳定,发挥刑法的威慑作用,加强对群体性事件的组织领导者和积极参加者的打击力度。
Generally,mass incidents are regarded as the manifestation of contradictions among the people,and the main reason is that the people＇s interest demands are not answered. Mass incidents occurred mainly spite Yu Weiquan field and social events,gradually showing a tightly organized,more violent,large social harm,and combined with Internet communication forms,etc. Based on this,the relevant departments shall establish and improve the people＇s interests expression mechanism for dispute negotiation and dispute settlement mechanism,strengthening of legislation for Internet regulation,in the process of disposing of mass incidents should notice of the people＇s education and influence. At the same time,in order to maintain social harmony and stability,to play the role of the deterrent effect of criminal law,we should also strengthen the efforts of organizing leaders and active participants in mass incidents.
