自2007年以来,俄罗斯开始实行三年期中期预算制度,以这样一种前瞻性的战略方式确立优先次序并配置资源,这是身处复杂局面下的俄罗斯稳定宏观经济的重要方法。总体上,中期预算以紧缩为主,但也考虑了部分领域的补充性预算支出,中期预算下的收入与支出安排,目的是让预算更具持续性。同以往一样,2018-2020年中期预算也引起了俄罗斯国内各政治团体的争论,围绕预算的结构及改革方向,各方均有自己的立场和建议,这些讨论将决定俄罗斯未来财政预算的重塑。

Since 2007, Russia has begun to implement the three-year medium-term budget system. With such a forward-looking strategic approach to decide upon priorities and allocate resources, this is an important way for Russia to stabilize the macro-economy against a complex backdrop. On the whole, the medium-term budget is mainly characterized by austerity, only taking into account supplementary budgetary expenditures in some areas. Both income and expenditure are affected by certain factors, which constitute basic conditions for the sustainability of the budget. As in the past, the medium-term budget in 2018-2020 has also provoked debates among political groups in Russia. Regarding the structure of budget and the reform direction, all parties have their own positions and suggestions, which will in the end reshape Russia＇s future financial budget.
