俄罗斯数字经济发展现状浅析

A Brief Analysis of the Status Quo of Russian Digital Economy

全球已进入数字经济时代,数字经济正在引领发达经济体的增长。在此背景下,俄罗斯政府亦将数字经济作为未来十年经济重点发展方向之一。2017年7月,俄罗斯政府正式批准了《俄罗斯联邦数字经济规划》,以期借此加速经济现代化建设,为俄罗斯在国际竞争中发挥新优势提供强大保障。从目前俄罗斯数字经济微观、中观和宏观发展现状来看,尽管其发展水平仍与数字经济先发国家存在一定差距,但正呈现出积极的增长态势,数字经济的规模和边界逐渐扩大,从单一的ICT产业向数字媒体、电子商务以及工业控制领域延伸。总体来看,俄罗斯在推动传统经济行业数字化转型方面拥有较为广阔的发展空间和前景。

The world has entered an era of digital economy, which is leading the growth of advanced economies. Against this backdrop, the Russian government also regards digital economy as one of its priorities in the next decade. In July 2017, the Russian government formally approved the program of ＂Digital Economy of the Russian Federation＂, aiming to speed up economic modernization and to provide guarantees for Russia to give full play to new advantages in international competition. Based to micro, meso and macro perspectives regarding current Russian digital economy, we notice that it shows a positive growth despite the fact that its development still lags behind those advanced countries in digital economy. The scale and boundary of digital economy is gradually expanding, from the single ICT industry to digital media,e-commerce and industry-dominated areas. On the whole, Russia has vast room to promote digital transition of its traditional industries.
