摘要
内陆开放是我国新一轮对外开放的最大潜力和动力所在,是拓展开放型经济广度和深度的关键所在。建设内陆开放型经济离不开人才的支撑与推动,尤其是R&D人才。为改善重庆市R&D人才规模、结构和创新能力,基于2010-2015年我国中西部五省市的科技数据,从全时当量、结构分布、成果产出和人才潜力等方面进行统计分析。通过中西部五省市的比较,寻找重庆市R&D人才队伍存在的问题,并从人才引进与培养、结构优化、高技术产业扶持和创新潜力人才等方面提出对策,为推动重庆市内陆开放型经济发展建设提供决策参考。
The inland opening, as the most potential strength, powerfully driving Chinese new opening up,is key to expend the width and depth of the open economy. Developing inland opening economy relies on talentteam, especially the research and development talent team. In order to improve the scale, structure and innovationability of Chongqing R&D talent team, this research analyzes full-time equivalent, structure distribution,research productivity, innovation ability and academic potential based on science and technology date from 2010to 2014 of five provinces in midwest China. Countermeasures have been proposed from talent’s introduction andcultivation, structure optimization, potential innovation talent, providing decision reference for talent highlandconstruction of inland opening.
