党的十九大报告提出要加强和创新社会治理。社会治理创新是社会转型时期寻求新突破、新发展的要求。社会治理创新要求政府在管理过程中要创新治理理念,创新治理手段,法治思维与法治方法是社会治理创新的标志。作为现实社会的投射和延伸,网络空间的治理是社会治理的重要内容。以社会治理创新理论为指导,网络空间的治理应秉承法治思维,运用法治化治理方法和措施,构建起网络空间法治新秩序,实现互联网始终在法治化的轨道上运行、发展。

The report of the 19 th CPC National congress proposes to strengthen and innovate social governance.Social governance innovation is the demand for new breakthroughs and new development in the period of social transformation.The innovation of social governance requires that the government should innovate the governance concept in the management process,innovate the means of governance.The rule of law thinking and the rule of law is the symbol of social governance innovation.As the projection and extension of the real society,the governance of cyberspace is an important part of social governance.Guided by the theory of social governance innovation,cyberspace governance should uphold the rule of law thinking,use the methods and measures under the rule of law governance,build up new cyberspace law order,and guanantee a healthy development of internet on the orbit of the rule of law.
