论政府购买公共服务的PPP模式

当前我国政府在购买公共服务中存在购买公共服务的领域过于狭窄,政府对社会组织认识上存在偏差,公众参与度不高,政府购买公共服务的法律法规不完善、政府购买公共服务的监管不到位等问题,而运用PPP模式可以拓宽政府购买公共服务的范围、可以有效解决公众参与度不高的问题,有利于加速政府职能转变,推进政府体制改革的价值。因此,构建政府购买公共服务中的PPP模式,应当准确定位PPP模式、尽快制定规范PPP模式下政府购买公共服务的法律法规以及完善对PPP模式的监督评价机构建设。
