澜湄合作机制的现状、功能分析及其对中国的启示

An Analysis of the Current Status and Functions of the Lancang-Mekong Cooperation Mechanism and the Implications to China

中国自推行"一带一路"倡议以来,与周边国家的合作不断深化。其中,2016年3月正式启动的澜湄合作机制,是"一带一路"倡议的重要组成部分。该合作机制的建立,是以澜沧江—湄公河这一国际河流为依托,因此也必然与澜湄流域的水资源国际合作密切相关。本文对澜湄合作机制的现状、功能及其与湄公河水资源国际法律体制的关系进行了较为深入的分析,并在此基础上为中国"一带一路"倡议的落实及促进澜湄流域国际水资源合作提供借鉴。

According to "the Belt and Road" Initiative, the international cooperation between China and other countries in the Lancang-Mekong River basin has been strengthened. In March 2016, the Lancang-Mekong Cooperation Mechanism was officially launched. The Lancang-Mekong River, as a world famous international river, becomes a crucial element for the cooperation, so the mechanism is surely closely related to international cooperation of the water resources in the area. This paper offers an in-depth analysis of the status quo, functions and legal relationships of the Lancang-Mekong Cooperation Mechanism with an aim to provide suggestions for the implementation of the "Belt and Road" Initiative and the facilitation of the international cooperation of water resources in the Lancang-Mekong River basin.
