西安市土地利用结构碳排放核算及低碳优化研究

Study on Carbon Emission Accounting and Low-Carbon Optimization of Land Use Structure in Xi’an

土地利用结构优化是实现城市低碳经济型发展模式的重要途径。文章核算并分析了2005—2015年西安市土地利用结构的碳排放,在此基础上,采用多目标规划模型,以经济效益最大化及碳排放最小化作为目标函数,对西安市土地利用结构进行优化研究。结果表明：优化方案与2020年规划方案比较,耕地面积减少了15 197hm2,林地面积增加了13 946 hm2,建设用地面积增加了4 983 hm2,优化方案符合城市低碳经济发展的要求。依据分析结果,文章提出促进西安市土地利用结构低碳优化的相关政策及建议。

The optimization of land use structure is an important way to realize the urban low-carbon economic development model. This paper calculates and analyzes the carbon emission of land use structure in Xi＇an from 2005 to 2015. On this basis, this paper uses multi-objective programming model to maximize the economic benefits and minimize carbon emissions as an objective function, and optimize the structure of land use knot in Xi＇an. The results show that compared with the 2020 plan, the cultivated land area reduced by 15 197 hm2, the forest land area increased by 13 946 hm2, and the construction land area increased by 4 983 hm2, and the optimization scheme meets the requirements of urban low-carbon economic development. Based on the analysis results, the paper puts forward some policies and suggestions to promote the low-carbon optimization of land use structure in Xi＇an.
