摘要
为了研究污染产业转移与中国西部地区工业行业全要素生产率之间的关系,文章首先基于考虑环境因素的Malmquist-Luenberger(ML)指数测算了2003—2015年中国西部11个省份工业行业全要素生产率的动态变化情况,随后运用Tobit模型分析了污染产业转移以及其他因素对于西部地区工业行业全要素生产率的影响情况。研究结果表明:整体上中国西部地区工业行业全要素增长率呈现递增趋势,但各个省份工业生产率存在较大差异,技术进步是推动工业生产率增长的主要因素,忽视环境因素低估了西部地区工业行业生产率的增长率。另外,污染产业转移促进了西部地区工业行业生产率的增长,环境治理投资、研发投入与西部地区工业生产率显著正相关,对外直接投资、国有企业占比与西部地区工业生产率显著负相关。
In order to study the relationship between pollution industry transfer and the total factor productivity of industrial sectors in China's western region, this paper evaluates the industrial total factor productivity growth of 11 provinces in China's western by adopting the Malmquist-Luenberger (ML) index from 2003 to 2015. Then, Tobit model is applied to analyze the impact of pollution industry transfer and other factors on the industrial total factor productivity. The results show that, the total factor growth of industrial sector in western China presents an increasing trend, but there are huge regional disparities of industrial productivity growth in China's western region. Technical progress is the main contributor to total factor productivity growth. The true industrial total factor productivity growth in China's western region will be underestimated if undesirable outputs are ignored. In addition, the transfer of polluting industries promotes the growth of industrial productivity in the western region. Environmental investment governance and research investment have significantly positive effects on productivity growth, while foreign direct investment (FDI) and proportion of state-owned enterprises have strong negative effects on productivity growth.
