新型城镇化进程中的网络舆论危机与治理研究——以四川省为个案

Network Public Opinion Crisis and Its Solutions in the Process of New Urbanization——Taking Sichuan Province as an Example

新型城镇化是一个矛盾多发和积聚的过程,恶性拆迁、环境污染、失地农民的安置与保障、城市农民工非正规就业与城市管理的矛盾,都会对城乡社会政治稳定产生不同程度的不良影响。而且,在解决矛盾的制度化渠道失灵、互联网对舆论的催化和放大、有组织的网络舆论操控三大因素的作用下,这些矛盾极易引发网络舆论危机。面对这些危机,政府自上而下的传统管理模式存在着重控轻调、多头管理、单兵作战、手段落后、法律不全等问题,使网络舆论引导与处置的效果不尽如人意,需要变革治理思路与模式。

The new urbanization is a process of contradiction and accumulation.The contradictions of urban demolition,environmental pollution,resettlement and security of landless peasants,urban informal employment and urban management all have different degrees of adverse effects on the social and political stability of urban and rural areas.Moreover,all those contradictions can easily lead to the crisis of network public opinion under the action of the three factors,such as the failure of institutionalized channels to solve contradictions,the catalysis and amplification of Internet to public opinion,and the manipulation of organized public opinion.However,under the current government＇s top-down traditional management mode,the effect of network public opinion regulation is not satisfactory,due to severe control,long management,individual combat,backward means and incomplete law.
