把学习作为新时代党政干部的第一本领

Taking Learning as the First Ability of Party and Government Cadres in the New Era

习近平在十九大报告中明确提出"学习本领"这个概念,并把它排在新时代我们党的八大执政本领的第一位,这是新一代党中央洞察时代大势的战略举措,体现了我们党理论思维能力的又一次与时俱进和巨大跃升。就学习的深浅层次来看,学习始于模仿,成于思考,终于创新。要准确把握学习本领这一概念的科学内涵,必须把学得彻底、掌握得扎实、用得纯熟结合起来,才能算真正把学习变成自己的本领。提出并自觉地把学习作为第一本领来追求是我们继承和发扬党的优良传统的需要,也是适应新时代发展、破解时代难题的需要,还是我们在新时代进一步克服本领恐慌的需要。新时代提高党政干部的学习本领,首先要树立终身学习的观念,要从思想根源里实现由"要我学"向"我要学"转变;既要积极拓宽学习内容,又要学会合理安排学习时间,以时不我待的精神状态不断学习,提高自己的执政本领。

In the report of 19 th National Congress of the Communist Party of China, Xi Jinping clearly puts forward the concept of ＂learning ability＂ and takes it into the first place of our party’s eight abilities for governance. This is a strategic measure which is based on our new generation of Party Central Committee’s insights of the world trends, and it demonstrates another updating development and great improvement of our party’s theoretical thinking ability. From the aspect of the deep understanding of learning, it begins with imitation, forms from thinking and completes with innovation. In order to accurately grasp the scientific connotation of the concept of learning ability, we must study thoroughly, master solidly and use flexibly at the same time during our learning process, only in this way we can turn learning into our own ability. Putting forward and consciously taking learning as our first ability meet the requirement of inheriting and developing the excellent traditions of our party, meeting the requirement of adjusting the development of the new era and solving the difficult problems of the current times; and also meeting the requirement of overcoming the panic of our abilities for governance in the new era. To improve the learning ability of the party and government cadres in the new era, we should set up the concept of lifelong learning firstly, and realize the transformation from ＂I have to learn＂ to ＂I want to learn＂ in the roots of our minds. We should not only expand the learning contents, but also learn to arrange the time of study rationally. Time and tide wait for no man, we should always keep the sense of urgency for learning and strengthen our abilities for governance.
