摘要
经过十多年的发展,社会组织评估走到了一个方向性选择的路口。它所面临的问题有技术层面的原因,但更多的是制度结构层面的原因。评估信息失真、评估吸引力不足、评估公信力不高、评估责任和风险的集中化等问题的解决,需要在制度结构层面进行努力。为了促进社会组织进一步地发展,需要实现社会组织评估制度结构的转换,从封闭、垄断的单中心制度结构走向开放、竞争的多中心制度结构。
After more than 10 years of development,the evaluation of social organizations has come to an intersection of directional choice. There are technical reasons for the problems it faces,but more are related to the institutional structure. To solve the problems of information distortion,the lack of evaluation attractiveness,the low credibility of evaluation,the centralization of assessment responsibilities and risks,we need to strive for the transformation of the institutional structure. Further development requires the transformation of the evaluation system for social organizations,a shift from the closed,monopolized,and single-centered institutional structure to the open,competitive,and multi-centered institutional structure.
