青岛市志愿服务活动起步较早,逐步形成了以志愿文化建设优化志愿服务活动管理的发展特色。志愿文化建设涵盖物质基础、制度和精神等三个层面,同时具有独特而深远的历史渊源,为青岛市志愿服务工作的发展奠定了坚实的基础。

The voluntary activities began quite early in Qingdao, and gradually formed the charac-teristics that the management of voluntary service activities is optimized by the construction of voluntary culture. The construction of voluntary culture covers three aspects which are material foundation ,system and spirit. At the same time, it has a unique and farreaching historical origin, which has laid a solid foundation for the development of volunteer service in Qingdao.
