在前人研究的基础上,根据智慧水务发展现状重新界定了智慧水务的概念,并以智慧水务建设的基础条件和核心目标为基础,选取智慧水务建设评价指标,对指标进行优化,最终确定了科学合理的评价指标体系。旨在为智慧水务建设评价提供依据,进而为政策决策者在计划制定以及建设发展方向调整上提供参考,使智慧水务建设有的放矢。
