摘要
民生服务是衔接公共产品供给方与需求方的中间环节,民生服务工作人员的素质直接影响到群众对公共服务的满意度.根据基层政府民生服务工作人员的综合素质考察,以人力资本素质的视角分析农户对民生服务的满意度,梳理乡镇民生服务工作人员的基本职业素质、职业技能素质,分析影响群众评价公共服务水平的人力资本因素,并结合实际提出加强对民生服务工作人员社会责任意识的培养、职业技能培训力度等措施,以提升乡镇民生服务的质量.
The service of people's livelihood is the intermediate link between the supply side and demand side of public goods, and the quality of the service staff has a direct impact on the satisfaction of public service. Previous research focused on the content of public goods supply. This article aimed at basic-level government people's livelihood service staff's comprehensive quality inspection, with the human capital quality angle of view to study the peasant household to the people's livelihood service satisfaction appraisal, combed the township people's livelihood service staff's basic occupation quality, the professional skill quality. This paper is analyzed the human capital factors which affect the public service satisfaction evaluation,and is put forward some measures such as strengthening people's livelihood service staff's social responsibility consciousness training and vocational skill training, and improved the quality of the people's livelihood service.
