旅游资源保护与旅游产业可持续发展——基于动态随机一般均衡模型的分析

Tourist Resources Protection and Sustainable Development of Tourism Industry——Based on the Analysis of Dynamic Stochastic General Equilibrium

旅游资源保护与旅游行业的可持续发展相互矛盾又相互依赖,文章在引入污染治理技术的前提下构建动态随机一般均衡模型,并在参数校准的基础上对所提出的五种旅游资源保护模式进行稳态分析和脉冲相应分析。研究结果表明:投入一定经费进行污染治理和旅游资源保护可以显著地提高居民福利水平;在市场机制和实现最优税率的前提下,由政府作为污染治理主体更能够促进旅游资源保护和实现居民福利最大化;与未投入经费进行旅游资源保护的情况相比,投入的情况下经济体受到治理技术冲击的影响相对来说更大,而在相同的治理技术冲击下,私人治理模式下的响应程度则更大;旅游产品的垄断定价机制是一种价格相对稳定的定价机制,对于旅游资源保护也相对更加有效率。

The relationship between tourist resources protection and sustainable development of tourism industry is contradictory and interdependent. In this paper,a series of dynamic stochastic general equilibrium models are established through introducing the pollution abatement technology,and then based on the parameter calibration,the steady-state analysis and impulse response analysis are proceeded on five modes of tourism resources protection mentioned in this paper. The results indicate that the resident welfare will be improved by inputting funds for pollution control and tourist resources protection; on the premise of market mechanism and the realization of optimal tax rate,the government as a critical part of the pollution abatement is preferred to protect tourist resources and maximize resident welfare; compared with the condition of the protection of tourist resources without investment,the impact on the economy by the impulse of abatement technology is relatively larger. Meanwhile,the responsiveness in the mode of private abatement is much greater when facing the same impulse of abatement technology,and the monopoly pricing mechanism of tourism products is much more stable and it is more efficient for tourist resources protection.
